Best LLC services in Pennsylvania (2026)

Facts checked October 13 to 15, 2026.

Tailor Brands comes first in our rating order for a Pennsylvania LLC, at 8.7 out of ten, and its Elite plan totals $374 in year one with the $125 state fee. Inc Authority has the lowest first-year total, $125, which is the state fee alone, but its registered office service renews at $249/year after the first year. Pennsylvania's own yearly cost is a $7 Annual Report, so second-year totals here are mostly plan and agent renewals.1, 2, 3

How are the Pennsylvania LLC services ordered?

Rows follow our rating, highest first. When two providers tie, they appear in our editorial order: Tailor Brands, Bizee (formerly Incfile), ZenBusiness, then by name.

There are two ties on this list. Bizee (formerly Incfile) and ZenBusiness share 8.0, and BizFilings and Rocket Lawyer share 6.8. The rating combines customer satisfaction, services and dashboard, and plan value, and no part of it changes by state; how we rate gives the weights.

What does change by state is the money. The first-year column adds Pennsylvania's filing fee for the Certificate of Organization to each compared plan. The second-year column adds the state's Annual Report fee to whatever the plan renews at.

Ordered by our rating, highest first; ties in our editorial order. Totals add the Pennsylvania state fees to each provider's compared plan.

Second year: the recurring Pennsylvania report fee as the state lists it (some states charge it every two years) plus the plan's renewal, if it renews. Registered agent renewals are extra unless the plan includes the agent for good.

With a state report fee of $7, the second-year column in Pennsylvania mostly shows what each plan renews at, and the spread is wide. ZenBusiness Premium comes to $306 in year two, doola Starter to $304 and Tailor Brands Elite to $256, because each renews yearly. Providers with a one-time formation fee show only the state fee. That low figure hides agent renewals, which the column doesn't count unless a plan includes the agent for good. The list ranked by cost across both years orders every provider on plan cost alone.3

Which Pennsylvania LLC service fits which founder?

Each subsection below names a reader's need and the published fact that separates providers on it in Pennsylvania. The picks in the box follow the rules in our method; the notes add what the box can't show.

Each line is decided by the published fact it names. First-time founder support counts an annual report filed for you, business coaching and AI guidance; the all-in-one count is the business service types a provider sells nationally.

Lowest first- and second-year cost

Inc Authority Free LLC totals $125 in year one and $7 in year two in Pennsylvania. The second-year figure assumes you drop its provider service after the free year. If you keep it, the service renews at $249/year, and its terms let you cancel anytime by phone or email. Dropping it is an option in Pennsylvania because 15 Pa.C.S. § 8825 asks for a registered office, which can be the LLC's own Pennsylvania address. The Inc Authority profile covers the free plan in more detail.2, 4, 5

Northwest Registered Agent is next on first-year cost at $164. Its included registered agent renews at $125/yr after year 1. Its terms also enroll agent customers in its annual report service (RA customers auto-enrolled in Compliance Services), so read the Northwest pricing page before the first renewal date.6, 7

Annual report filed for you

Pennsylvania's report costs only $7, but an LLC that misses it faces administrative dissolution, enforced starting with 2027 reports. That is the reason to weigh who files it.3

Next to a state fee this small, a per-filing service charge is mostly the provider's own fee. Weigh that against the cost of a missed deadline.

First-time founders

We count three supports for a founder doing this the first time: an annual report filed for you, business coaching from a person, and AI guidance. Tailor Brands includes all three supports in a plan, through report filing on its paid plans, its Business Coaching Program, and Navi (Every plan comes with Navi built in). ZenBusiness includes all three supports, combining report filing on Pro and Premium, Personal Velo AI guidance, and a one-on-one consultation on Premium. doola includes two of the three supports, led by its AI Co-Founder assistant. See the first-time founders list for every provider.15, 16, 17, 18

All-in-one platform

Tailor Brands sells 9 of the 10 business service types we track and LegalZoom sells 9, while Bizee (formerly Incfile) sells 7 and ZenBusiness 7. The count is national and covers products sold separately, so it says nothing about what a Pennsylvania plan includes. The all-in-one platforms list has the full count.

Fastest stated filing

Tailor Brands states 1 business day and ZenBusiness 1 business day on their compared plans, and Inc Authority states 24 hours. Those are the providers' times to prepare and submit. The Bureau then asks filers to allow 15 business days unless someone pays for expedited review, so a quick service can still wait weeks on the state. The fastest services list uses stated times only.19, 20

Registered office provider included

Pennsylvania calls a paid agent a commercial registered office provider. Its statute lets an LLC satisfy the requirement by naming a commercial registered office provider, which is what these plans supply. doola lists Registered Agent Service in Starter, a yearly plan that auto-renews (renewal price not stated). Bizee (formerly Incfile) says that with any of its packages you get one year of Registered Agent Service for free, then charges $149/year. BizFilings gives 3 months free. Tailor Brands sells the service separately at $199/year, and ZenBusiness offers 50% off the first year ($99) with formation. The registered agent included list compares them.5, 21, 22, 23, 24, 25, 26, 27, 28

Founders outside the U.S.

Tailor Brands links a separate sign-up flow for non-US citizens from its formation page but publishes no eligibility details. LegalZoom says it forms LLCs with no Social Security number, residency, or travel required, and doola's Starter plan includes a US business address. The non-U.S. founders list orders them.29, 30, 31

What does Pennsylvania charge no matter who files?

Pennsylvania charges $125 for the Certificate of Organization whether you file it or a service does, plus the $7 Annual Report each year. No plan price on this page includes either fee.1, 3

The state's rush tiers sit outside every plan price. Same-day $100 (received before 10 a.m.) is the cheapest, and the 3-hour $300 and 1-hour $1,000 tiers cost far more, all charged on top of the filing fee. Ask a service whether its rush option pays one of these fees or only speeds up its own work.1

The state also has costs that a service can't remove, only remind you about. Pennsylvania lists no late fee for a missed report, but a dissolved LLC pays $15 for each missing annual report on top of the reinstatement fee. On the other side of the ledger, the old franchise tax was eliminated for tax years beginning January 1, 2016, so there is no state franchise tax to budget for.3, 32

Whose names go on the Pennsylvania record?

A registered office provider puts its own address in the office field, but the Annual Report still lists at least one governor (manager or member). Using a provider doesn't take that name off the report.3

That is worth knowing before you pay extra for privacy. Tailor Brands sells a separate Virtual Address product for a business address, with no published price. Trial items deserve the same scrutiny: Tailor Brands Elite includes a bookkeeping trial that bills $39/month afterwards, and LegalZoom lists that its Business Advisor Plan auto-renews at $49/mo after 30 days. The ZenBusiness and LegalZoom comparison sets two of these plans side by side.33, 34, 35

Can you form a Pennsylvania LLC without a service?

Yes. You file the Certificate of Organization (DSCB:15-8821) with its Docketing Statement (DSCB:15-134A) yourself, online through Business Filing Services (account required) or by mail, and pay only the $125 state fee.1, 36, 37

Doing it yourself means picking a registered office or provider on your own, and remembering the Annual Report due September 30 each year. Annual reports began in 2025, so older checklists may not mention it. The Pennsylvania formation guide walks through each filing, and the cost calculator shows what a plan adds in each year.3

Pennsylvania LLC service questions

Is the Pennsylvania filing fee included in any service's price?

No. Every plan we compare adds the $125 filing fee on top. The totals on this page already include it, which is why Inc Authority's $125 first-year total equals the state fee.1

Which service is cheapest for a Pennsylvania LLC in its first and second year?

Inc Authority Free LLC, at $125 in year one and $7 in year two, if you don't keep its provider service. Keeping that service adds $249/year from the second year.2

Will a service file my Pennsylvania annual report?

Some plans include it. Tailor Brands Elite and ZenBusiness Premium list report filing, while Northwest Registered Agent and LegalZoom sell it separately. The report is due September 30 each year.3

Can a service get my Pennsylvania LLC approved faster?

A service's stated speed covers its own preparation and submission. The state asks filers to allow 15 business days for its review unless someone pays for expedited service, starting with Same-day $100 (received before 10 a.m.).1, 20

Do I need a commercial registered office provider for a Pennsylvania LLC?

Not if the LLC has its own Pennsylvania address to list as its registered office, since 15 Pa.C.S. § 8825 accepts either one. A provider puts its address there instead, which several plans include for a limited time.5

What does a Pennsylvania LLC cost in the second year with a service?

The state charges $7 for the Annual Report. The rest is the plan's renewal and any provider renewal, which is why ZenBusiness Premium shows $306 and one-time plans show the state fee alone.3
