LLC services with the lowest two-year cost (2026)
Facts checked October 13 to 16, 2026.
Six providers charge nothing for their entry plan, so their plan cost through year two is $0 before state fees: Tailor Brands, LegalZoom, Bizee (formerly Incfile), ZenBusiness, Swyft Filings and Inc Authority. Northwest Registered Agent has the lowest paid entry fee at $39 + state fees, charged once. doola costs the most here, $594, because its Starter plan bills every year. The figure leaves out the state fee and anything that starts billing after a trial or a free first year, which is where the free plans separate.1, 2
How is the year-two cost list ordered?
Each provider is placed by its lowest plan cost for the first and second year together, before state fees. A plan billed yearly counts twice; a one-time fee counts once.

Each card names the items on that plan that begin billing after a trial, with the later price where the provider states one. Those charges are named rather than added, since whether they bill depends on whether the buyer keeps each item.
When two providers reach the same total, our rating decides. The six free plans run from Tailor Brands at 8.7 to Inc Authority at 7.1. Bizee (formerly Incfile) and ZenBusiness share a rating of 8.0 and follow the editorial tie order, which places Bizee (formerly Incfile) first. Three providers list a $99 plan, which the list counts once: InCorp Services (7.0), BizFilings (6.8) and Harbor Compliance (5.1), in that order.3
Yearly billing moves two providers to the bottom. Rocket Lawyer sells a membership, so its Standard membership counts as $298. doola rates 7.2, above several providers placed ahead of it, but its plan renews at the "rates then in effect", with no renewal price stated, so the figure for year two assumes the price stays the same.4
What do the free plans start billing in year two?
Five of the six free plans include something that turns into a paid subscription after a trial or a first year. The sixth, LegalZoom Basic, lists no trial items but leaves out the registered agent.
| Free plan | Item that can start billing | Price once it bills |
|---|---|---|
| Tailor Brands Lite | Bookkeeping and invoicing, free trial that expires after 30 days5 | $39/month5 |
| LegalZoom Basic | No trial items listed; registered agent not included | Agent $249/year for first-time registered agent customers6 |
| Bizee (formerly Incfile) Basic | Registered Agent (1st year included) and Virtual Address (1st month included)7 | Agent $149/year (ongoing annual fee); address $29/month8, 9 |
| ZenBusiness Starter | Worry-Free Compliance (one optional free year) and website builder (30-day special offer)10, 11 | Compliance renews $199/yr; website $15/mo10, 11 |
| Swyft Filings Basic | ComplianceGuard (14-day free trial) and Swyft Legal Suite12 | ComplianceGuard $199/year; Legal Suite not priced (what applies after the free period is not stated)12, 13 |
| Inc Authority Free LLC | Registered agent, first year included | $249/year14 |
Timing differs a lot. The Tailor Brands bookkeeping trial and the Swyft Filings ComplianceGuard trial end within weeks, so they bill inside year one if left running. The agents bundled by Bizee (formerly Incfile) and Inc Authority bill around the first anniversary; Inc Authority's page says "Your card will be charged ($249) approximately 1-year from date of incorporation."14
Some of these providers also say the formation fee itself is one-time. ZenBusiness lists Starter as one that "does not renew", and Bizee (formerly Incfile) says "our formation fee is one-time".7, 11
How much does a registered agent add after the first year?
Unless you act as your own registered agent, the agent becomes a recurring bill by year two at every provider here except doola, whose Starter plan includes an agent and bills as a whole every year.
| Provider | Agent with the entry plan | Agent price after that |
|---|---|---|
| Tailor Brands | Not in Lite | $199/year (renews at the same price)15 |
| LegalZoom | Not in Basic | Renews at the purchase rate each year; rate subject to change6 |
| Bizee (formerly Incfile) | First year included | $149/year (ongoing annual fee)8 |
| ZenBusiness | Not in Starter; 50% off the first year ($99) when you form an LLC16 | $199/yr16 |
| Swyft Filings | Not in Basic | $149 per quarter, or $596/year17 |
| Inc Authority | First year included | $249/year14 |
| Northwest Registered Agent | First year included | $125 per year18 |
| InCorp Services | Not in the plan | $129 per year flat rate (ToS: 'then current' fee)19 |
| BizFilings | 3 months free Registered Agent Services20 | $220/yr21 |
| Harbor Compliance | Not in the plan | $99 first year, then $159 annually22 |
| Rocket Lawyer | Not in Standard | $125 with a Plus or Pro membership23 |
| doola | RA free with Formation Service24 | Part of the yearly plan |
This is why the order on the list can flip once an agent is counted. Northwest Registered Agent's one-time fee is small, but its included registered agent renews at $125/yr after year 1. Swyft Filings prices its agent by the quarter, so a full year at that rate comes to $596/year. The list of services that include a registered agent covers agent terms in more depth, and the registered agent guide explains when you can serve as your own.2, 17
What does the year-two figure leave out?
It counts plan charges only. State fees, an EIN, the annual report and the speed of each plan sit outside it, and each can change which plan is cheapest for a given owner.
State fees come first. The filing fee has a median of $100 across the states, and many states also charge a recurring report fee. The state fees table lists both, and a state page such as forming an LLC in California walks through the second-year bill there.
The EIN, the federal tax ID, comes straight from the IRS at no charge (free; the IRS never charges a fee for an EIN). Several providers sell EIN filing as an add-on when a plan doesn't include it, for example LegalZoom at $79, Bizee (formerly Incfile) at $70 and Inc Authority at $49 (standalone service).25, 26, 27, 28
The "lowest true cost" pick on the home page uses a different sum: the first-year total with a registered agent and an EIN at the median state fee. State pages such as the Texas services page add that state's fees to each provider's compared plan, and the LLC cost calculator adds up any combination.
Speed is outside the figure too. Several free plans are the slowest tier a provider sells; the fastest filing list sorts by stated processing time instead, and the cheapest plans list sorts by the entry price alone.
LLC costs through year two, answered
Does a free LLC plan cost anything in the second year?
The plan price is $0 on each free plan here, so what can bill is an item bundled for a limited time, such as Inc Authority's registered agent at $249/year or ZenBusiness's compliance service, which renews $199/yr. The state's own recurring fees apply no matter which plan you pick.1, 10, 14
Why is doola last on this list?
doola Starter costs $297/yr and renews every year, so it counts twice and reaches $594. It includes a registered agent, an EIN and a business address, a mix none of the free plans higher on the list includes for good. Its renewal is at the rates then in effect, and no renewal price is published.29
Which low-cost plan includes a registered agent into the second year?
None of the entry plans with a one-time fee keeps the agent free beyond the first year. doola includes it as part of a yearly plan, and Bizee (formerly Incfile), Inc Authority and Northwest Registered Agent include a first year only. The Bizee and Inc Authority comparison sets those two side by side.
Are state fees part of the cost shown here?
No. Every figure on this list is before state fees, because the state charges the same amount whichever service files. Use the calculator to add your state's filing and report fees.
How do I avoid trial charges on a free plan?
Our pricing pages, such as ZenBusiness pricing and Tailor Brands pricing, list each trial item with its length and later price where the provider publishes them. Cancellation follows each provider's own terms; the Tailor Brands bookkeeping note, for example, says "Cancel anytime". The Inc Authority and Tailor Brands comparison shows how two free plans differ by year two.5
