Facts checked October 13 to 14, 2026.
Harbor Compliance charges $99 for Standard Formation, $299 for Expedited Formation and $499 for Premium Formation, each paid once and each before the state filing fee. The three prices buy different handling speed, not different contents. Its registered agent is extra, at $99 for a new customer's first year and then $159 annually, and annual report filing is $199 per state per year plus filing fees.1, 2, 3
Standard costs $99, Expedited $299 and Premium $499, all one-time. Each tier lists one included item, a name availability check, and none of the three includes anything for a trial only.1

What separates the tiers is queue position. Standard gets standard processing speed; Expedited is marked for faster handling; Premium goes to the front of the line. Harbor attaches no day count to any of them, so the extra cost buys priority, not a promised date.1
There is one open question about the totals. Harbor's order form doesn't say whether the $299 Expedited or $499 Premium price replaces the $99 service fee or is charged on top of it. The prices above are the figures the form shows next to each tier.1
Our rating compares Standard Formation, which keeps 0 of the services we count for good and rates 5.1 out of ten. The Harbor Compliance review explains the score, and how we rate covers the method.
Anything beyond the filing is a separate line. For the EIN, the federal tax ID number a bank asks for, Harbor says "Rely on us to obtain your EIN", but the page that offers it shows no price. A virtual business address is $350/year, marked "Limited time offer." Harbor doesn't show the price that applies after the offer ends, and it describes the current rate this way: "Equivalent to $29/mo with no fees."4, 5
No formation tier renews, so year two with Harbor costs nothing unless you added a subscription. The registered agent and the annual report service renew each year, and the virtual address is also priced by the year.
Here is how the second year can look for a single LLC, before any state charge.
Across the first and second year, our figure for Standard Formation is $99 before state fees. That figure covers the tier alone; a buyer who adds the agent in year one and keeps it pays the introductory price and then the regular $159 rate on top.2
Both subscriptions renew for another year unless Harbor receives notice at least 90 days before the end of the current term. Harbor's terms also state that "all Fees paid for the Services are non-refundable." A missed notice date therefore means a full extra year of charges.6
Yes. Faster handling is the whole difference between the tiers: Expedited costs $299 and Premium $499, against $99 for Standard.1
Harbor also says it can expedite the state's own processing and will "offer several options in most states". That cost is the state's fee and varies by state, so it is separate from Harbor's tier price. The state fees table lists what each state charges to file, and our guide to how long LLC approval takes explains how the provider's handling and the state's review add together.4
New customers pay $99 for the agent's first year, and it renews at $159 annually. Prepaying keeps the lower rate longer: Harbor shows $198 Total ($99/yr) for a two-term prepay and $297 Total ($99/yr) for a three-term prepay, after which the regular price applies.2
Agent customers get annual report filing reminders calculated by Compliance Core, but the filing itself is the separate $199 per state service. For report filing Harbor adds, "Volume discounts up to 40% are available when you order online." A discount like that does more for a company with entities in several states than for a single LLC.2, 3
No. Harbor lists every tier plus the state filing fee, and the fee depends on where you form.
The median state LLC filing fee across the states we track is $100. The cost calculator adds a plan and a state together, and the cheapest LLC services list shows which providers start lower. Recurring state charges, such as a yearly report fee or franchise tax, are also outside Harbor's prices, and the report service charges the state's filing fee on top of its own. The Harbor Compliance alternatives page and every plan we compare set these prices beside other providers.
Standard Formation at $99 plus the state fee. It includes the same single item as the higher tiers and differs only in handling speed.1
That depends on how much a faster queue is worth to you. Premium costs $499 and moves the order to the front of the line, but Harbor states no day count for it and it adds no included services over Standard.1
It renews at $159 annually. New customers pay $99 for the first year, and prepaying for more than one term holds that lower yearly rate.2
Its terms state that "all Fees paid for the Services are non-refundable." Subscriptions renew unless notice arrives at least 90 days before the end of the current term.6
No tier lists it. Harbor offers to obtain the EIN as a separate service, and the page that offers it shows no price. The EIN guide covers getting one from the IRS directly.
