Harbor Compliance LLC formation review (2026)
Facts checked October 13 to 15, 2026.
Harbor Compliance sells three LLC formation tiers that differ by speed: Standard Formation at $99, Expedited Formation at $299 and Premium Formation at $499, each a one-time fee before state fees. The only item every tier lists is a name availability check, so the registered agent, EIN and annual report filing are bought separately. Its agent costs new customers $99 for the first year and then renews at $159 annually. Harbor rates 5.1 out of ten on our method, scored on Standard Formation.1, 2
Where does Harbor Compliance land on our rating?
Harbor Compliance rates 5.1 out of ten, the lowest of the 12 providers we compare. Its parts are customer satisfaction (6.2), services and dashboard (4.4) and plan value (3.4).
- Customer satisfaction
- 6.2
- Services and dashboard
- 4.4
- Plan value
- 3.4
Trustpilot: 3.1/5 53 reviews
The satisfaction part comes from Trustpilot, where Harbor shows 3.1 (53 reviews). That is a small number of reviews for a score to rest on, so the figure may shift as more customers post. At the BBB, Harbor holds an A+ grade and has been accredited since 6/6/2013.3, 4
Plan value is the weakest part. The plan we compare is Standard Formation, which keeps 0 of the services our method counts for good. Its cost over the first and second year is $99 before state fees, and that buys the filing and the name check only. The services part reflects that Harbor sells 3 of the 10 business service types we track, plus a client portal. The rating method shows the weights.
Who is Harbor Compliance a good fit for?
Harbor fits an owner who wants a filing service and plans to buy the agent, EIN and report filing as separate pieces, or a company that keeps entities in several states and wants yearly reports filed in each.
Harbor has served clients since 2012, with a mailing address in Lancaster, PA, and says it has helped more than 40,000 clients.5, 6
- Standard Formation suits someone who only needs the articles filed and has no deadline, since the tier promises standard processing speed without a day count.1
- Expedited Formation and Premium Formation suit an owner willing to pay more for priority. Harbor marks Expedited orders for faster handling and moves Premium orders to the front of the line, but neither tier states a number of days.1
- A company with LLCs in many states may find the annual report service useful, because Harbor says, "We file annual reports automatically in all states as they come due."7
Several readers fit poorly. We count three supports for first-time founders: an annual report filed for you, coaching from a person and AI guidance. Harbor's plans include none of the three supports, and Harbor sells 2 of them at any price. It doesn't publish business coaching from a person. Its Compliance Navigator AI tool is a subscription aimed at compliance professionals, not a guide built into the formation order. Harbor also doesn't publish whether it serves founders outside the U.S. or gets an EIN without a Social Security number; the non-U.S. founders list covers providers that do. Readers who want more in the box can start with the most complete plans.8
What does each Harbor Compliance tier include?
All three tiers list the same single item, a name availability check, and differ only in how Harbor queues the order. Price rises from $99 to $499 for faster internal handling.1
| Plan | Price | Billing | Processing | Included for good |
|---|---|---|---|---|
| Standard Formation | $99 | one-time | Standard processing speed (no days stated) | None of the services we count |
| Expedited Formation | $299 | one-time | Faster handling (no days stated) | None of the services we count |
| Premium Formation | $499 | one-time | Front of the line, priority service (no days stated) | None of the services we count |

The tiers appear as three choices to one speed question on Harbor's order form. The form leaves one gap: it doesn't say whether the Expedited and Premium prices replace the Standard service fee or are added to it. Until Harbor states it, a buyer can't tell from the published pages whether choosing Premium means paying $499 in total or that amount on top of Standard. The Harbor Compliance pricing page sets out each tier's cost.1
What sits outside every tier
Harbor sells the agent, EIN help and report filing as separate orders. It says, "Rely on us to obtain your EIN and set up your payroll tax accounts," but the page that says so shows no EIN price. No tier lists an operating agreement. The registered agent is its own subscription, covered below, and annual report filing is $199 per state per year plus filing fees. Harbor adds, "Volume discounts up to 40% are available when you order online."7, 9
A virtual business address is another add-on at $350/year, charged per company and per location, and marked "Limited time offer." Harbor doesn't show the regular price that follows the offer.10
No Harbor tier includes an item only for a trial period, so there is no free month that turns into a bill. The other side of that is that nothing beyond the name check is included. Our package contents guide explains what each counted service does.
What renews with Harbor, and how do you cancel?
The formation fee is paid once and never renews. What renews is any subscription added to it, mainly the registered agent and the annual report service, and those run on yearly terms that need advance notice to stop.
Harbor's terms say subscription services renew automatically, each time for another yearly term. To stop that, notice of non-renewal has to arrive at least 90 days before the end of the current term. Harbor's help center adds, "We notify you 90 days prior to your subscription renewal date," so the reminder and the deadline land at about the same time. One of Harbor's state landing pages says "Cancel anytime - no penalties", which conflicts with the terms; our record follows the terms of service.11
Refunds are not available under those terms, which state that "all Fees paid for the Services are non-refundable." A subscription whose notice misses that window renews for another yearly term.11
In the second year, a Standard customer who bought nothing else owes Harbor nothing. One who kept the agent pays $159 annually, and one who added report filing pays $199 per state per year plus filing fees. State report fees and taxes come on top, and the LLC cost guide shows how those add up.2, 7
Support runs by phone at 1-888-995-5895, email, fax and a help center. The contact page lists no chat, and Harbor doesn't publish support hours.6
How fast does Harbor Compliance file an LLC?
Harbor doesn't publish a processing time in days for any tier. Standard promises standard processing speed, Expedited faster handling and Premium a place at the front of the line.1
- Expedited Formation (speed tier): $299, faster handling, no days stated
- Premium Formation (speed tier): $499, front of the line, no days stated
- State expedited filing: state fee, varies by state (not priced on this page; order form lists state options), varies by state
Separately, Harbor says it can expedite the state's own processing and will "offer several options in most states". Those state options carry the state's fee, which varies by state. Because no tier states a day count, Harbor drops out of our fastest filing list, which ranks only plans with a stated time. The LLC timeline guide and state pages such as forming an LLC in Texas cover how long the state side takes.9
What does the Harbor Compliance registered agent cost?
The Harbor Compliance registered agent costs new customers $99 for the first year and renews at $159 annually. It is not part of any formation tier.2
Harbor Compliance lists its registered agent service at $99 first year (new customers), renewing at $159 annually. Every LLC needs a registered agent in its state; plans that include one say so above.
A registered agent is the person or company named on the state record to accept lawsuits and official notices for the LLC. Harbor's introductory price sits below its regular $159, and a state landing page invites buyers to "lock in your rate before it increases to $159." Prepaying holds the lower rate for longer. Harbor lists a two-term option at $198 Total ($99/yr) and a three-term option at $297 Total ($99/yr), after which the regular renewal applies.2
Harbor says it offers same-day document scanning in all 50 states. On its New Jersey page Harbor says mail is "scanned and uploaded to your portal the same business day." Documents arrive in the Client Portal and Entity Manager, and agent customers get annual report filing reminders calculated by Compliance Core. Those are reminders only; filing the report is the separate paid service above.2
Naming Harbor as agent puts its address in the agent field of the public filing. Other details, such as the principal office or the organizer's name, may still be public depending on the state. Providers that put a year of agent service inside the formation price are on the registered agent included list.
How does Harbor Compliance compare with other services?
No head-to-head page pairs Harbor with another provider yet. The Harbor Compliance alternatives page sorts the other providers by the reason a reader might choose them instead, and every plan we compare lists all tiers in one table.
Harbor Compliance questions
Does Harbor Compliance include a registered agent in its LLC packages?
No. None of the three tiers lists one. Harbor sells its agent separately, at $99 for a new customer's first year and renewing at $159 annually.2
What is the difference between Harbor's Expedited and Premium tiers?
Only the handling priority. Expedited marks the order for faster handling, while Premium puts it at the front of the line. Neither states a number of days, and both list the same single item as Standard.1
Can I get a refund from Harbor Compliance?
Harbor's terms of service say "all Fees paid for the Services are non-refundable." Subscriptions renew for another year unless notice arrives at least 90 days before the end of the current term.11
Does Harbor Compliance file annual reports?
Yes, as a paid service at $199 per state per year plus filing fees. Harbor says, "We file annual reports automatically in all states as they come due." Agent customers without that service get deadline reminders only.7
Is Harbor Compliance a good choice for non-U.S. founders?
Harbor doesn't publish whether it serves founders outside the U.S. or obtains an EIN without a Social Security number. The non-U.S. founders list shows providers whose pages say they do.
How much does Harbor Compliance cost in the second year?
The formation fee doesn't renew. A kept registered agent renews at $159 annually, and report filing is $199 per state per year plus filing fees. The cost calculator adds the state fee for your state.2, 7
