Harbor Compliance alternatives for forming an LLC (2026)
Facts checked October 13 to 15, 2026.
Harbor Compliance's Standard Formation tier costs $99 plus state fees, states no processing time in days, and includes 0 of the services we count for good. Each other provider we compare differs from it on at least one published fact. Inc Authority's plan costs less across the first and second year ($0), Tailor Brands and ZenBusiness state 1 business day on their compared plans, and Tailor Brands Elite keeps the most services (7). Harbor rates 5.1 out of ten, the lowest of the 12 on our list.1
What pushes people away from Harbor Compliance?
Harbor's published facts point to five reasons a reader might look elsewhere: no stated day count, a bare package, an agent priced separately with a long notice period, no refunds, and a thin Trustpilot record.
No time in days. Harbor's Expedited and Premium tiers promise priority, and its Standard tier promises only standard processing speed. None names a number of days, so a reader can't plan around a date or compare Harbor with providers that state one.1
Only a name check in the box. Each tier lists a name availability check and nothing else. The EIN, the registered agent and report filing are separate purchases, and no tier lists an operating agreement.
Agent terms. The agent costs new customers $99 for the first year and renews at $159 annually. To stop it, notice must reach Harbor at least 90 days before the end of the current term.2, 3
Refunds. Harbor's terms say "all Fees paid for the Services are non-refundable."3
Reviews. Harbor shows 3.1 (53 reviews) on Trustpilot. The score is below every other provider we compare, and with 53 reviews it rests on a small sample. The Harbor Compliance review covers these terms in full.4
How do Harbor Compliance and its alternatives line up?
Harbor comes first, then the alternatives by our rating, with ties in our editorial order. Each row shows the provider's compared plan, chosen as set out in how we rate.

A stated filing time
Tailor Brands and ZenBusiness each state 1 business day on their compared plans, while Inc Authority states 24 hours, doola 1 to 2 business days, InCorp 1 to 2 business days before state submission and Swyft Filings 3 business days. Each gives a time to plan around. Harbor gives none. These are each provider's own handling times; the state's review follows, as the LLC timeline guide explains. The fastest filing list orders every plan with a stated time.
A package that does more than file
Tailor Brands Elite keeps 7 of the services we count, ZenBusiness Premium keeps 6 and Bizee Premium keeps 5. Northwest's plan, at $39 + state fees, keeps 3.5
Price models differ. Tailor Brands Elite bills $249/yr and ZenBusiness Premium renews at $299/yr, so both cost something every year the plan stays active, while Harbor and Bizee charge a single formation fee. Some bundles also carry trials, such as Tailor Brands bookkeeping, which moves to $39/month after its free period. The most complete plans list and the package contents guide explain what each counted service is.6, 7, 8
A registered agent inside the price
Harbor bills for its agent from the first day. Northwest's plan ($39 + state fees) includes a year of agent service, after which the agent renews at $125/yr. Inc Authority's Free LLC includes a first year too, then bills $249/year. Bizee Premium lists "Registered Agent (1st year included)", then $149/year. doola's Starter lists Registered Agent Service within its yearly price. The registered agent included list compares those terms.5, 9, 10, 11, 12
Lower cost across the first and second year
Inc Authority's Free LLC is $0 for the plan across the first and second year, and Northwest's is $39, both below Harbor's $99. The catch is the agent. Each plan includes a first year of agent service that later renews at the provider's regular price, so a buyer who keeps it pays more in year two than the plan figure suggests. The list ranked by first- and second-year cost and the Inc Authority and Northwest comparison carry the figures.
Easier cancelling and refunds
Harbor's agent needs notice at least 90 days before the end of the current term, and its terms rule out refunds of any fee paid for its services. Northwest's terms say, "You may terminate or cancel your Service anytime by logging onto your account"; Inc Authority's terms say "You may cancel your subscription at any time" by phone or email, and it offers a 60-day money-back guarantee on initial online purchase. InCorp takes refund requests made within sixty (60) days of the issuance of services, and Rocket Lawyer accepts refund requests within 30 days of purchase. Each of these comes with its own conditions, set out in the provider's terms.3, 13, 14, 15, 16
More help for a first-time founder
We count three supports for first-time founders: an annual report filed for you, coaching from a person and AI guidance. Harbor's plans include none of the three supports. Tailor Brands includes all three supports, among them its Business Coaching Program, and ZenBusiness includes all three supports, with Personal Velo AI guidance. doola includes two of the three supports. The first-time founders list shows each support by plan.7, 17
One company for more services
Harbor sells 3 of the 10 business service types we track. Tailor Brands and LegalZoom each sell 9, and Bizee and ZenBusiness 7. The all-in-one platforms list has the full order.
Higher Trustpilot scores
Against Harbor's 3.1 (53 reviews), Inc Authority shows 4.9 / 5, Tailor Brands 4.8 / 5, ZenBusiness 4.8 / 5 and Bizee 4.8 / 5. Swyft Filings shows 4.7, InCorp 4.7 / 5 and Northwest 4.1. Trustpilot feeds only the satisfaction part of our rating, where Harbor scores 6.2.4, 18, 19, 20, 21, 22, 23, 24
Founders outside the U.S.
Harbor doesn't publish whether it serves founders abroad. Tailor Brands, the highest-rated provider that says it does, runs a separate sign-up flow for non-US citizens from its LLC page. doola says it can help a non-resident without a US SSN, and its Starter at $297/yr lists an Employer Identification Number (EIN). Northwest sells a foreign EIN service for $200. The non-U.S. founders list covers the rest.12, 25, 26, 27
When does staying with Harbor make sense?
A company with LLCs in several states may still want Harbor's annual report service. Harbor prices that service at $199 per state per year plus filing fees and says, "We file annual reports automatically in all states as they come due."28
Harbor sells it on its own page, apart from the formation order. A single-state founder who wants filing speed or a fuller package has the options above, and the cheapest LLC services list is a starting point for price alone.
