Most complete LLC plans under $300 (2026)

Facts checked October 13 to 15, 2026.

Tailor Brands Elite includes 7 of the services we count for good, the most of any plan within the price cap of our rating. ZenBusiness Premium follows with 6 and Bizee (formerly Incfile) Premium with 5. Items included only for a trial or a first year don't count, and prices are before state fees. A higher count says nothing about any one service: neither of the first two plans includes a registered agent.

How is the list of the most complete plans ordered?

Each provider is represented by its compared plan, the one our rating scores for it, which sits at or under our price cap. Plans with more services included for good come first, with the lower price breaking ties.

We count from a fixed set of services: a registered agent, an EIN, an operating agreement, an annual report filed for you, bookkeeping, tax filing, website or branding tools, banking or payments, attorney access, business guidance, a legal document library, funding search, a business address and a licenses and permits report. Each counts once, however many features it bundles. A trial, a first-year extra or a time-limited offer adds nothing to the count.

Ties follow price, not rating. Rocket Lawyer, LegalZoom and doola each count 4. Rocket Lawyer's Standard membership goes first at $149/year ($12.41/month, billed yearly); LegalZoom lists Managed Service at $249, and doola Starter costs $297/yr. LegalZoom holds the highest rating of the three at 8.1, but rating plays no part here. The same rule puts Inc Authority's free plan ahead of InCorp Services and BizFilings, which each count 1 as well. The rating method explains the price cap and how the count feeds the plan value score.1, 2, 3

Do plans with similar counts include the same services?

No, the count hides real differences, because each plan draws a different mix from the same list, and two plans with nearly equal totals can each lack something the other covers.

Tailor Brands Elite counts Annual compliance: mandatory report filing & updates, an operating agreement, a Business coaching program, Funding search, sales and payments tools, Online business & branding tools (DIY website/online store, 8 free logos, digital business card, social media post maker, business card tools) and a legal document library. Its plan cards list neither an EIN nor a registered agent, and the agent costs $199/year on its own.4, 5

ZenBusiness Premium counts Ongoing filing compliance (state-required annual reports, up to 2 amendments/yr), an EIN, an operating agreement template, Personal Velo® AI guidance, a Business documents library and a Domain name with privacy. It also lists a Business advisor consultation. It too leaves out the agent.6, 7

Bizee (formerly Incfile) Premium keeps an EIN, an operating agreement, Ready-to-Use Business Contracts, a Domain Name + Business Email and a business banking offer. Its agent is listed as "Registered Agent (1st year included)", so it doesn't count.8

Among the plans that count 4, the spread is wider still.

The package contents guide shows how often each service turns up across every plan, and the list of plans with an agent included covers that one service in depth.

What does a fuller plan cost through year two?

That depends on billing, because some of these plans charge once while others renew every year at the same price, which doubles the plan cost by the end of the second year before state fees.

Tailor Brands Elite renews at $249/yr, so it comes to $498 through the second year. ZenBusiness Premium renews at $299/yr and reaches $598. Bizee (formerly Incfile) Premium stays at $299, since its fee is a single charge ("our formation fee is one-time"), though its included agent bills once the first year ends.4, 7, 8

Trial items sit on top of those figures, and each one bills unless cancelled.

The cost calculator adds a state's fee to any of these plans, and the list ranked by cost through year two orders providers by that total instead.

What does a count of included services miss?

A count treats every service as equal, so it can't show whether a plan covers the one or two things a particular business needs, how quickly the provider files, or what sits just above the price cap.

Plans above the cap. doola's Tax and Compliance plan costs $1,999/yr and adds Annual State Report Filing and Business IRS Tax Filings. BizFilings' top plan costs $399. Neither is compared here.3, 12

Source of one item. The legal document library in Tailor Brands' count is a fact supplied by the provider and is not yet stated on the public pricing page.13

Speed. Stated processing for the three leading plans is 1 business day for Tailor Brands, 1 business day for ZenBusiness and approximately 4 business days for Bizee (formerly Incfile). The fastest filing list sorts by that measure.

Very short plans. Harbor Compliance's Standard Formation counts none of the services; the item it lists is a Name availability check. Northwest Registered Agent counts 3 on a plan of $39 + state fees.14, 15

Readers who weigh guidance over sheer count can start from the list for first-time founders, which scores annual report filing, coaching from a person and AI guidance. The all-in-one platforms list ranks providers by the range of services they sell.

Most complete LLC plans, answered

Which LLC formation plan includes the most services?

Within our price cap, Tailor Brands Elite counts 7 services for good, ahead of ZenBusiness Premium at 6. Only services kept beyond a trial count. The Tailor Brands and ZenBusiness comparison sets those two plans side by side.

Does the most complete plan include a registered agent?

No. Neither Tailor Brands Elite nor ZenBusiness Premium includes one, and Bizee (formerly Incfile) Premium includes it for the first year only. Among the plans on this list, doola Starter is the one that counts an agent, listed among its items with no end date stated.

Why does Rocket Lawyer rank above LegalZoom with the same count?

Ties are broken by price, and Rocket Lawyer's Standard membership costs $149/year ($12.41/month, billed yearly), less than LegalZoom's Managed Service at $249. Our rating doesn't enter into it. The Rocket Lawyer review explains how its membership works for an LLC filing.1, 2

Which of the fuller plans bill every year?

Tailor Brands Elite, ZenBusiness Premium, Rocket Lawyer's membership and doola Starter all renew yearly. Bizee (formerly Incfile) Premium and LegalZoom's Managed Service charge their plan price once, although each has items that bill later.

Where can I compare what every plan includes?

The table of every plan lists each tier with the services it includes for good. The package contents guide separates permanent items from trials across all of them.
