Best LLC services in California (2026)

Facts checked October 13 to 16, 2026.

Tailor Brands ranks first on our rating, at 8.7 out of ten, and the rating is the same in every state; its Elite plan totals $319 in year one with the $70 filing fee. Inc Authority has the lowest first-year total, $70, which is the filing fee alone. Whichever you pick, every California LLC also owes the Franchise Tax Board an $800 annual LLC tax, and none of the compared plans lists it.1, 2

How are California LLC services ranked?

Our rating sets the order, highest first, and tied providers keep our editorial order. The rating has three parts (customer satisfaction, services and dashboard, and plan value), and none of them changes by state; how we rate shows the weights.

What changes in California is the totals column. Each row adds the $70 filing fee to the plan we compare, so the first-year figure is what you'd pay the provider and the California Secretary of State together.1

Two pairs tie on the rating. Bizee (formerly Incfile) and ZenBusiness share 8.0, and BizFilings and Rocket Lawyer share 6.8.

Ordered by our rating, highest first; ties in our editorial order. Totals add the California state fees to each provider's compared plan.

Second year: the recurring California report fee as the state lists it (some states charge it every two years) plus the plan's renewal, if it renews. In California that includes the $800 yearly LLC tax. Registered agent renewals are extra unless the plan includes the agent for good.

The second-year column is the plan's renewal plus the $20 Statement of Information fee and the $800 annual LLC tax. Plans with a one-time price, like Bizee (formerly Incfile) Premium, show only those state costs; yearly plans show more, as ZenBusiness does at $1,119. The first-year column leaves the tax out, though it is owed from the first year. Over both years before state costs, the compared plan comes to $498 for Tailor Brands, $249 for LegalZoom and $594 for doola. The list ordered by cost across both years ranks every provider that way.1, 2

Which California LLC service fits which need?

The picks below come from published facts, one need at a time. A provider that leads one need can trail on another, so start from the cost or service you care about.

Each line is decided by the published fact it names. First-time founder support counts an annual report filed for you, business coaching and AI guidance; the all-in-one count is the business service types a provider sells nationally.

Lowest first-year total in California

Inc Authority Free LLC comes to $70, the same as filing alone. Its agent is free for a year and then renews at $249/year, and its terms say the service renews automatically each year. Northwest Registered Agent follows at $109, with an agent that renews at $125/yr. The cheapest services list has the national order.3, 4, 5

Fastest stated filing

Tailor Brands and ZenBusiness each state 1 business day on their compared plans, and Inc Authority states 24 hours. Those are the providers' own processing times. The state then reviews online filings in 5 days or less unless someone pays for its 24-hour $350 or same-day $750 service. Bizee (formerly Incfile) Premium lists "Expedited Filing" as an item, and the item name alone doesn't say whether California's expedite fee is covered. See the stated speed list.1, 6, 7

First-time founders

We count three supports: an annual report filed for you, coaching from a person, and AI guidance. Tailor Brands includes all three supports: mandatory report filing on Elite, its Business Coaching Program, and Navi, built into every plan. ZenBusiness includes all three supports: filing of state-required annual reports, Personal Velo AI guidance and a one-on-one consultation, Premium only. doola includes two of the three supports: Annual State Report Filing on its higher plans and its AI Co-Founder assistant. The first-time founders list breaks this down.8, 9, 10, 11, 12, 13, 14

One provider for what comes next

Of the 10 business service types we track, Tailor Brands sells 9 and ZenBusiness sells 7. Selling isn't including; the all-in-one list orders providers by the count.

Agent for service of process included

California's agent rules sit in Cal. Corp. Code § 17701.13, and plans that include an agent mostly cover only an opening period. Bizee (formerly Incfile) includes a free first year with any Bizee formation package, then charges $149/year. BizFilings gives 3 months free, then $220/yr. doola lists Registered Agent Service in Starter, which bills yearly. ZenBusiness lists 50% off the first year ($99) with an LLC formation, and Tailor Brands sells its agent at $199/year. The agent included list puts them side by side.15, 16, 17, 18, 19, 20, 21, 22

EIN in the plan

LegalZoom lists EIN (federal tax ID) in Managed Service, Bizee (formerly Incfile) lists Federal Tax ID (EIN) in Premium, and Swyft Filings lists Employer ID Number (EIN) in its Standard plan. Whichever plan you pick, the IRS never charges a fee for an EIN; the EIN included list compares the plans.7, 23, 24, 25

Founders outside the U.S.

Tailor Brands is the highest-rated provider whose pages address non-U.S. founders, through a separate sign-up flow for non-US citizens, though it publishes no eligibility details. doola states that it accepts non-U.S. founders, and its Starter plan includes a US business address. BizFilings sells a dedicated Foreign Business U.S. Incorporation package, though its EIN service requires an SSN or ITIN. See the non-U.S. founders list.26, 27, 28, 29

What does California charge no matter who files?

California charges the $70 filing fee and the $20 Statement of Information fee to everyone, and the Franchise Tax Board's $800 annual LLC tax comes on top. A service can't lower any of them.1, 2

The tax also comes early. The Franchise Tax Board sets a first-year annual tax due by the 15th day of the 4th month after filing with the SOS, whatever the LLC has earned by then. The California formation guide covers the tax tiers and penalties.2

Expedite is the other state charge. The 24-hour $350 and same-day $750 tiers are paid to the state per filing, and a provider's own rush option may or may not include them.6

Who files the Statement of Information, and what does it list?

California's recurring filing is the Statement of Information, due within 90 days of formation, then every two years (biennial). Several plans say they file annual reports, but the plan descriptions we recorded don't name this California statement, so ask the provider before counting on it.1

Tailor Brands Elite lists mandatory report filing, and ZenBusiness Premium lists state-required annual reports. LegalZoom sells a subscription with initial report filing and auto-filing of annual reports, starts at $199/year. Swyft Filings plans include a 14-day trial of ComplianceGuard, then $199/year auto-charged unless cancelled.8, 11, 30, 31

The statement asks for the LLC's principal office, mailing and California office addresses and its managers or members. An agent service changes only the agent field. Northwest Registered Agent says its own address is listed on public filings instead of the owner's, but the managers or members are still named.32, 33

Watch the trial items too. Tailor Brands Elite includes a bookkeeping trial that later bills $39/month, and LegalZoom lists a trial on Managed Service too: its Business Advisor Plan auto-renews at $49/mo after 30 days. The LegalZoom pricing page shows each tier's later charges.23, 34

Can you form a California LLC without a service?

Yes. You file the Articles yourself in bizfile Online, pay $70, and name an agent, which can be you if you are an individual who is a resident of this state. A service adds preparation and sometimes an agent or EIN, at its own price.1, 15

Doing it yourself means tracking the Statement of Information and the tax dates without reminders. A name hold costs $10 for 60 days if you need time first. The cost calculator shows what each plan adds over the state fees.35

California LLC service questions

Does any service include the California filing fee?

No. The totals here add the $70 fee to every plan price, including the free ones, which is why Inc Authority's first-year total is $70.1

Does any LLC service pay the California annual tax?

None of the compared plans lists the $800 annual LLC tax. It goes to the Franchise Tax Board directly, whoever forms the LLC, and it applies from the first year.2

Which service is cheapest for a California LLC?

Inc Authority has the lowest first-year total at $70, and its agent then renews at $249/year. Northwest Registered Agent comes next at $109. Neither total includes the annual tax.3

Will a service file my California statement of information?

Some plans list annual report filing, such as Tailor Brands Elite and ZenBusiness Premium. Their pages don't name the California statement, so ask the provider. The statement costs $20 and is due within 90 days of formation, then every two years (biennial).1

Can a service get my California LLC approved faster?

A service can prepare and submit quickly, but the state's own queue is 5 days or less online. Faster state review costs extra, with 24-hour $350 and same-day $750 tiers paid to the state.1, 6

What does a California LLC cost in year two with a service?

The plan renewal, any agent renewal, and the $800 annual LLC tax. The table's second-year column covers the plan, the $20 statement fee and the tax, but not agent renewals.1, 2
